The RIAL is coordinated by the Department of Social Inclusion of the Executive Secretary for Integral Development (SEDI), a part of the Organization of American States (OAS).

All its activities and priorities are defined by the Ministries of Labor of the region through the Inter-American Conference of Ministers of Labor (IACML) of the OAS.
