RIAL Cooperation Fund

The Cooperation Fund is the RIAL’s most active and dynamic component. It facilitates direct bilateral cooperation between Ministries of Labor, enabling them to exchange experiences, expert advice, and on-site analysis of programs and successful practices.

Each year, the RIAL issues a call for proposals, where cooperation proposals are received that Ministries have negotiated through the OAS or directly. The proposals are evaluated based on the cooperation activity’s relevance and timeliness, as well as its clarity of objectives and the commitment of the parties.

The selected proposals receive Fund financing for travel expenses for on-site visits or expert visits, the difference being the site where the assistance is given, either at the Ministry requesting it or at the site of the institution offering it.

The cooperation activities financed by the Fund are direct and individualized assistance whose content is geared to the needs and interests of the participating Ministries. This means that activities are fully relevant, this accounting perhaps for the Fund’s promising and solid results, which include, inter alia, reformulating internal procedures, incorporating new management elements, and developing new products and programs.
